What the hell is the point of this story? What the hell is the point of this supposed terrorist threat scale? Why does the government want us to live in a state of fear?

Tony Blair and Gordon Brown are due in front of the Iraq War enquiry. Maybe they need to be able to justify their actions - look we're on "severe" alert, this isn't the time to be squabbling over whether or not the war was legal.
